Singh Badal inaugurated the computerisation of bar
libraries at district and sub-division levels across the state
to empower the legal fraternity at the lower echelon with
resources and tools matching those available in the high
courts or in the Supreme Court.
This will keep them updated and aware of the latest case
laws on specific issues and greatly improve their performance
in delivery of justice at grassroots level, he told a
gathering of legal luminaries on the occasion.
He said technological developments, computerisation and IT
has changed the functioning of the legal system making it more
transparent, accountable and efficient besides making record
keeping and reference easy.
Jamnalal Bajaj Awards for five Gandhians
New Delhi, -The Jamnalal Bajaj Foundation
named five Gandhians, including Anupam Mishra of Gandhi
Shanti Prathistan as winners of 34th Jamnalal Bajaj Awards for
2011.
Mishra was awarded for application of science and
technology for rural development. Mishra is also the founder
member of the Gandhi Peace Foundation, Jamnalal Bajaj
Foundation said in a statement.
The other awardees include Ramesh Bhaiya and Vimla Bahan
of Vinoba Seva Ashram, who won the prize for outstanding
contribution to the field of constructive work.

New Delhi,-As protests over the
Koodankulam nuclear plant refuse to die down, former West
Bengal governor Gopal Krishna Gandhi today said an "Indian
Fukushima" cannot be ruled out and government needs to
convince people about safety aspects of the proejct.
"There have been over 20 earthquakes in September
alone in different parts of the country. Safety of a nuclear
reactor can never be proved or disproved as nature is
unpredictable.
"Whatever measures we take, we can't say for sure what
happened in Japan would not happen in India," the former
governor said delivering a lecture on 'India 2021- Hazarding
Guesses, Guessing Hazards' here.
Before continuing with the Koodankulam project, the
government needs to first convince the people that the
human factor has been taken into consideration, he said.
"Nature is not the only factor we need to take into
consideration. Terror is another challenge to nuclear projects
in the country," said Gandhi, also a former diplomat and
grandson of Mahatma Gandhi. He said there was a need for a
rethink about the nuclear sector.
Suzuki Motor Corp half yearly net income up 5 pc
Tokyo/New Delhi,-Japanese auto major Suzuki
Motor Corp today reported 5.26 per cent jump in its net income
for the six-month period ended September 30, despite heavy
production loss due to labour unrests at its best performing
operations in India during the same period.
During the April-September period, the company's net
income increased to 32.01 billion yen (about Rs 2,010 crore)
from 30.41 billion yen (about Rs 1,910 crore) in the same
period last year, Suzuki Motor Corp (SMC) said in a statement.
The net sales during the period, however, declined by
6.82 per cent to 1.23 trillion yen (about Rs 76,907 crore)
from 1.32 trillion yen (about Rs 82,715 crore), it added.
"The domestic economy is somewhat recovering from the
stagnation following the Great East Japan Earthquake, but it
is exposed to a downward pressure from various factors
including the flood in Thailand and a further appreciation of
the yen," the company said.
It also said the decreased sales in India had a impact on
its net sales.
"...sales amount (in Asia) decreased by 36.1 billion yen
to 427.6 billion yen year-on-year due to decreased sales of
Maruti Suzuki India and the exchange rate factor following the
Yen appreciation," -added.
RPower to get Rs 525 cr from ADB,
US Exim Bank for solar proj
New Delhi,-Anil Ambani group company Reliance
Power has tied up funds for its 40 MW solar power project,
with loans worth Rs 525 crore coming from the Asian
Development Bank and the US Exim Bank.
The plant, coming up at Jaisalmer district in Rajasthan,
would also be the first Indian power project to get financing
from only global lenders, sources said.
The project (India's largest solar PV initiative)
entails a total capital cost of about Rs 700 crore to be
financed at a debt-equity ratio of 75:25.
Sources said Reliance Power would pump in Rs 175 crore
into the project.
"US Exim Bank's portion in the total debt would account
for Rs 304 crore, whereas ADB would provide financial
assistance of Rs 221 crore," they said.
According to sources, this is the first sanction by ADB
as a direct loan to a private sector solar project in India.
Confirming the development, Reliance Power CEO J P
Chalasani said this is the first solar power project to
achieve the financial closure with global lenders only,
resulting in substantial savings.

3 of family killed on suspicion of practising black magic
Gonda (UP),-Three members of a family were
allegedly killed by a man, after he suspected that one of
the victims had cast an evil spell on him, a senior police
official said.
Sukai (65), his son Daulat Ram (32) and daughter-in-law
Poonam Devi were attacked with an iron rod by a person Pramod
alias Pittar in Niriya village this evening, DIG Satish Kumar
Mathur said.
Recently, Pittar had developed some health problem and
suspected that Sukai had done some black magic on him as there
was also a land dispute between Pittar and Sukai, he said.
Poonam died on the spot, while Sukai and Daulat Ram were
rushed to hospital where they were declared brought dead, the
DIG said.Pittar is absconding, Mathur added.
Spanish judges jail ex ETA chief for 105 years
Madrid,- Spanish judges sentenced former ETA
military commander Javier Garcia Gaztelu, alias "Txapote", to
105 years' jail today for the murder of a Socialist politician
and his bodyguard.
Txapote, 45, was found guilty of a car bombing that killed
Basque regional lawmaker Fernando Buesa and his bodyguard
Jorge Diez, in the northern town of Victoria on February 22,
2000.
Two others were wounded in the attack.The sentence by three judges of the National Court, the highest judicial authority, was the first since ETA announced October 20 an end to violence in its fight for a Basque
homeland.
Arrested in France in 2001, Txapote was delivered to
Spanish justice in December 2007 after having been condemned
to heavy sentences by the Spanish courts for a series of
attacks: In June 2006, the former ETA military chief was jailed
for 50 years for the 1997 kidnapping and killing of
conservative Popular Party town councillor Miguel Angel
Blanco; In July 2006, he was given 82 years for killing former
Basque Socialist leader Fernando Mugica and 18 years for an
attack on a Basque Country discotheque that injured no-one; In September 2006, he was sentenced to 26 years for the

Bhupen Hazarika nahi rahey
Mumbai,-Legendary singer-composer Bhupen
Hazarika died in a hospital here 5 november after a multi-organ
failure. He was 86.
"It was a multi-organ failure. The end came around 4.30
pm. Hazarika had been undergoing treatment at the hospital
since June 29.
His long-time companion and filmmaker Kalpana Lajmi was
beside him when he died.
4 youths who escaped death row,
return home from Sharjah
Amritsar, -) Four youths, sentenced to death in
Sharjah for murdering a Pakistani man in 2009, reached here
today following their release from prison after payment of
blood money.
Rakesh Kumar, Sukhpal Singh, Charanjeet and Rashvinder
Pal landed this evening at the Rajasansi Airport here after
spending two years in a Sharjah prison.
They were brought here by businessman and Indian Punjabi
Society founder president S P Singh Ubrai.
The Sharjah Appeal Court had accepted the appeal earlier
this year after the victim Misri Nazir Khan's blood relatives
dropped their request for capital punishment.
On March 28, 2010, the Sharjah Court of First Instance had
pronounced the death sentence on the 17 Indian nationals, who
were accused of killing a Pakistani in January 2009.
Seventeen men, 16 from Indian Panjab and one from Haryana, got
a new lease of life due to an out-of-court blood money
settlement amounting to Rs 4.36 crore.
Since all convicts completed their sentence on November
1, they have been ordered to be released and deported from the
UAE, subject to clearance from various authorities.
The other four prisoners are yet to be released after the
completion of pending documents, Ubrai said.
The Indian Consulate had issued temporary passports
within a day to four of the boys to facilitate their immediate
return to India.
Increase in social network enlarges brain: Study
London,-The bigger the social network you
have, the larger the size of your brain, says a new study.
The Oxford University study found that monkey brains grew
bigger with every cage-mate they acquired, showing that
certain parts of the brain linked to processing social
information expand in response to more complex social
information.
"Interestingly, there are a couple of studies in humans
by different research groups that show some correlation
between brain size and the size of the social network, and we
found some similarities in our studies," study author Jerome
Sallet told LiveScience.
"Our study reinforces the idea that the human social
network was built on something that was already there in the
rhesus macaques.
For their study, published in the journal Science, the
researchers studied 23 rhesus macaques living in different
size groups in a research facility, having a dominance-based
hierarchy (except the one monkey that was caged alone).
One's rank among male cage-mates is dependent upon social
interactions, including the ability to make friends and form
coalitions, which grants the monkey access to valued
resources.
The researchers scanned the brains of the monkeys using
magnetic resonance imaging to gauge the sizes of different
brain regions and saw enlargements in gray matter in several
areas of the brain associated with social interactions.
On average, they saw more than a five per cent increase
in gray matter mass per extra cage-mate.

New Delhi, - Bollywood actor Govinda, who took a
break of five years from films to join politics only to quit
it later, says it was the worst decision of his life.
Govinda, 47 year old, who in 2004 was elected as the Member Parliament from North Mumbai, admits politics did not suit
him.
"I found myself dealing with Ram Naik instead of Karishma
Kapoor. It was really difficult time for me. I gained some
108 kgs during that period. When I decided to say goodbye to
politics, it was hard to shed the extra flab," Govinda told
here.
"Sometime something does not suit and the same happened
to me. I won't call it a dirty game but I must say it's very
difficult to survive in politics when you don't have any
political background. It was literally the saddest period of
my life. I am happy that I came out of it without a bad name,".
Govinda, who gave hits like 'Raaja Baabu', 'Coolie No 1',
'Hero No one' and 'Partner', says he used to feel nostalgic
about films while he was busy with politics and finally
decided to return to where he belonged.

Assange (of Wickleakes) loses appeal against extradition to Sweden from UK
London, - In a setback to Great Jouranlist Shri Julian Assange,
the controversial WikiLeaks founder today lost a legal battle
to stay in the UK, with the High Court here ruling that he
should be extradited to Sweden to face rape and sexual assault
charges there.
However, the lawyers of the founder of the
whistle-blower website said they will make a final appeal in
the Supreme Court within 14 days.
At the High Court, Justice John Thomas and Justice Duncan
Ouseley decided that a previous ruling in favour of his
extradition must be upheld after rejecting the arguments by
lawyers on behalf of Assange, who is an Australian national.
Swedish authorities want him to answer accusations of
raping a woman and sexually molesting and coercing another
in Stockholm last year.
Assange denies the allegations and says they are
politically motivated.

changes in the brain that cause certain sensations associated
with near-death experiences.
Lead researcher Caroline Watt said one common vision --
that of people seeing a bright light which seems to be drawing
them into the afterlife - is probably produced by the death
of the cells we use to process the light picked up by our eyes
and turn it into pictures.
"The most parsimonious explanation is not that you
are travelling to some spiritual realm - it is simply your
brain trying to make sense of the unusual experiences you are
having," the 'Daily Mail' quoted Dr . Watt as saying.
Feelings of being out of the body can also be explained
by the brain's behaviour, say the researchers.
"If you put on a virtual reality headset showing an image
of yourself three feet in front, you can trick your brain
into thinking that is you over there, and get the sense you
are outside your body.
"The scientific evidence suggests that all aspects of the
near-death experience have a biological basis," said Dr Watt
whose findings have been published in the 'Trends in Cognitive
Sciences' journal.

Artists of 'Mile Na Mile Hum' visit shrine

Ram Vilas Paswan, alongwith the starcast of his debut film
'Mile Na Mile Hum', today paid obeisance at the holy cave
shrine of Mata Vaishnodevi.
The entire star cast of the film except lead actress
Kangna Ranaut reached Jammu's winter capital this morning and
left for Katra to offer special prayers at the shrine situated
in Trikuta Hills of mountainous Reasi district of Jammu and
Kashmir.
Supporting actresses Sagrika Gadekar and Neeru bazva too
paid obeisance at the shrine, police officials said.
The team halted at famous Kol Kandauli Temple in Nagrota
area on the outskirts of Jammu city to offer prayers.
"The team is very enthusiastic for our upcoming film,
which will released on November 4 countrywide," Chirag told.
"The film is a family entertainer and I hope that
audience will love it," he said, adding, "Politics is in my
blood and by acting is my passion & profession."
Ronit was not drunk during crash..!
Mumbai, - actor Ronit Roy,
charged with rash and negligent driving, did not appear to be
under the influence of alcohol when he rammed his speeding
Mercedes into a car here, police said today.
Roy was arrested after the mishap, in which 4
members of a family were injured, yesterday morning and later
granted bail.
"After Roy's arrest, he was taken to the civic-run
Cooper Hospital for medical examination which suggested that
he was not under the influence of alcohol," a senior police
official told here.
"But to be on safer side, his blood samples had been sent
to forensic laboratory where examination would help us know
even the slightest presence of alcohol in his blood," he
added.
The 46-year-old TV star was behind the wheels of his
Mercedes when he had rammed it into a WagonR car with four
occupants at around 5.30 am in suburban Amboli, police said,
adding the 'Udaan' star was driving towards the home of his
actor-brother Rohit.
The Maruti car occupants -- Deepak Darera (60), his
wife Kaanta (56), and daughters Sneha (29) and Pooja (24), who
stay at suburban Andheri, were on their way for a picnic to
famous hill station Matheran, police said.
Kaanta suffered severe injuries on her back, Pooja had
stitches on her head, whereas Deepak injured his hand. Sneha
received light injuries. All four were taken to Kokilaben
Hospital by Roy himself.

yesterday, says it was a proud moment for her.

, - Six years after he was denied
prison guard's job in California as he refused to shave off
his beard required by his Sikh religion, an Indian-American
has finally been appointed as a correctional officer in the
prison and won USD 295,000 in damages.
Trilochan Singh Abrai, 63, has reached a settlement in
this regard with the California Department of Corrections and
Rehabilitation (CDCR) as a result of which he would start his
duty as a correctional officer from November 1.
"Abrai's legal battle exemplifies the challenges many
Sikhs face in the US in seeking private and government
employment after 9/11, as widespread ignorance, prejudice and
hate pose serious challenges to equal opportunity for South
Asians, and particularly Sikh Americans, who are often
mistaken for Middle Eastern terrorists," said attorney Harmeet
Kaur Dhillo, who represented Aberai.
In 2005, Oberoi applied for a position as a correctional
officer with the CDCR, according to a statement issued today.
aberai advanced to the final stage of the application
process, which involved being fit-tested with a particular
model of tight-fitting respirator mask, and was told that he
could not take the test unless he were to shave off his beard.
abrai requested that the CDCR accommodate his
religiously mandated beard, but was not granted such an
accommodation and was not hired by the CDCR in any capacity.

decision and order in November 2008, finding that the CDCR had
discriminated against Abrai by failing to make any effort to
accommodate his religiously-mandated beard, failing to

CDCR were it to provide Oberoi a reasonable accommodation.

court order and refused to hire Abrai as a peace officer, or

against the CDCR to enforce his civil rights.
On July 31, 2009, Dhillon || Chr(38) || Smith filed a complaint in
the Sacramento County Superior Court, alleging religious
discrimination.
In August 2011, the CDCR finally accepted Abrai's
long-standing offer to engage in settlement communications. It
agreed to hire him as Staff Services Manager I in the CDCR's
Regulation and Policy Management Branch, effective November 1.
The CDCR also agreed to make payment to Abrai and his
counsel of USD 295,000.
"I am very happy that I will finally get the chance to
serve my community in law enforcement by working for the CDCR.
It was a long battle, but ultimately the CDCR recognised that
hiring me was the right thing to do," Abrai said.
"No American should have to choose between his or her
faith (Dharam) and a job – and this is particularly so when the
employer is our own state government. We are troubled that it
took four years of litigation, and six years of waiting, in
order to get Abrai a job at the CDCR," said harmeet Kaur.

prison guard's job in California as he refused to shave off
his beard required by his Sikh religion, an Indian-American
has finally been appointed as a correctional officer in the
prison and won USD 295,000 in damages.
Trilochan Singh Abrai, 63, has reached a settlement in
this regard with the California Department of Corrections and
Rehabilitation (CDCR) as a result of which he would start his
duty as a correctional officer from November 1.
"Abrai's legal battle exemplifies the challenges many
Sikhs face in the US in seeking private and government
employment after 9/11, as widespread ignorance, prejudice and
hate pose serious challenges to equal opportunity for South
Asians, and particularly Sikh Americans, who are often
mistaken for Middle Eastern terrorists," said attorney Harmeet
Kaur Dhillo, who represented Aberai.
In 2005, Oberoi applied for a position as a correctional
officer with the CDCR, according to a statement issued today.

process, which involved being fit-tested with a particular
model of tight-fitting respirator mask, and was told that he
could not take the test unless he were to shave off his beard.

Home, auto loans to become costlier
Bombay- Retail and corporate credit,
including home and auto loans, are set to become costlier
after the Reserve Bank's latest increase in the key rate,
bankers said today. "Banks are likely to increase both lending and deposit
rates following the RBI action. There could be a minimum 25-
basis point rise in lending rate," Oriental Bank of Commerce
Executive Director S C Sinha told to Panjab Dardi reporter.
Banks have not raised interest rates following the
September review of credit policy, Sinha said.
With present round of rate hike, banks would have to
readjust rates in line with increase in cost of funds, Sinha
added.
The Reserve Bank of India (RBI) has raised the repo rate
by 25 basis points to 8.50 per cent and reverse repo will move
up by a similar percentage to 7.50 per cent.
Repo is the short-term rate at which the Reserve Bank of
India (RBI) lends to banks, while reverse repo is rate at
which it gets funds from banks.
The central bank has hiked the policy rate five times
this fiscal. In the last-one-and-a-half months alone, it has
raised the key rate (repo) by 50 basis points.
Echoing Sinha's views, IDBI Bank Executive Director R K
Baansal said "lending rate would certainly go up on two
counts-- one RBI has raised policy rate and second
deregulation of deposit rate on savings bank accounts".
Cost of funds will go up for banks and some increase will
be passed to customers, Bansal said, adding that the rate hike
could be in between 25-50 basis points depending on the
liquidity positions of each bank.
