ਆਖ਼ਰ ਕੀ ਹੈ ਐਨਜੀਓਜ਼ ਦਾ ਰਾਜ਼

-ਜਿਹਦੀ ਆਪਣੀ ਸੋਚ ਮਾੜੀ ਹੋਵੇ, ਉਸ ਨੂੰ ਬਾਕੀ ਸਾਰਿਆਂ ਦੀ ਸੋਚ ਵੀ ਗੰਦੀ ਹੀ ਜਾਪਦੀ ਹੁੰਦੀ ਹੈ। ਸਾਡੇ ਸਮਾਜ ਵਿਚ ਬਹੁਤ ਸਾਰੇ ਲੋਕ, ਜਿਹੜੇ ਗੱਲਾਂ ਕਰਨ ਵਿਚ ਮੋਹਰੀ ਹੁੰਦੇ ਹਨ ਪਰ ਗਾਲ੍ਹੜੀ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਕਦੇ ਕੋਈ ਸਰਗਰਮੀ ਕਰਦੇ ਨਹੀਂ ਦਿਸਦੇ। ਅਜਿਹੀ ਕਿਸਮ ਦੇ ਲੋਕ ਹੀ ਇਹ ਕਹਿੰਦੇ ਸੁਣੇ ਜਾਂਦੇ ਹਨ ਕਿ ਐਨ ਜੀ ਓ ਭਾਵ ਗੈਰ ਸਰਕਾਰੀ ਜਥੇਬੰਦੀਆਂ ਤਾਂ ਓਨਾਂ ਲੋਕਾਂ ਨੇ ਬਣਾਈਆਂ ਨੇ, ਜਿਹੜੇ ਸਰਕਾਰੀ ਫੰਡ ਖਾਣ ਵਿਚ ਮੁਹਾਰਤ ਰੱਖਦੇ ਹੁੰਦੇ ਹਨ। ਠੀਕ ਹੈ ਕਿ ਭਾਰਤ ਵਿਚ ਤੇ ਬਾਕੀ ਸੰਸਾਰ ਵਿਚ ਕਈ ਨਾਨ ਗਵਰਨਮੈਂਟਲ ਆਰਗੇਨਾਈਜੇਸ਼ਨਾਂ ਦੇ ਇਹੋ ਜਿਹੇ ਭੇਤ ਖੁੱਲ੍ਹਦੇ ਵੀ ਰਹੇ ਹਨ। ਪਰ ਇਹ ਤਾਂ ਨਹੀਂ ਕਿਹਾ ਜਾ ਸਕਦਾ ਕਿ ਅੱਜ ਜਿਹੜਾ ਵੀ ਆਗੂ ਐਨ ਜੀ ਓ ਖੜ੍ਹੀ ਕਰਕੇ ਵਿਚਰ ਰਿਹਾ ਹੈ, ਉਹ ਸਾਰੇ ਦੇ ਸਾਰੇ ਮਿੱਤਰ ਠੱਗ ਹੀ ਹਨ! 
ਐਨ ਜੀ ਓਜ਼ ਨੇ ਸਾਰੇ ਸੰਸਾਰ ਵਿਚ ਹੀ ਓਹ ਕੰਮ ਕਰ ਕੇ ਵਿਖਾਏ ਹਨ ਜੋ ਕਿ ਸਰਕਾਰੀ ਗਰੁੱਪਾਂ ਦੇ ਸੰਸਥਾਵਾਂ ਦੇ ਲੋਕਾਂ ਨੇ ਫਰਜ਼ ਵਜੋਂ ਕਰਨੇ ਸੀ ਪਰ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਨੇ ਕੀਤੇ ਨਹੀਂ। ਜਨਤਾ ਵਿਚ ਵੀ ਬਹੁਤ ਸਾਰੇ ਲੋਕ ਚੇਤੰਨ ਹੋ ਚੁੱਕੇ ਹੁੰਦੇ ਹਨ, ਇਹੀ ਲੋਕ ਕਦੇ ਨਾ ਕਦੇ ਕੋਈ ਨਾ ਕੋਈ ਸਰਗਰਮੀ ਕਰਦੇ  ਰਹਿੰਦੇ ਹਨ। ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਕਰਕੇ ਹੀ ਦੁਨੀਆਂ ਵਿਚ ਥੋੜ੍ਹੀ ਬਹੁਤ ਚੇਤਨਾ ਹੈ ਨਹੀਂ ਤਾਂ ਆਮ ਆਦਮੀ ਦੀ ਸਮਝ ਕੀ ਹੁੰਦੀ ਹੈ ਕਿ ਉਹ ਸਰਕਾਰਾਂ ਨਾਲ ਜਾਂ ਸਰਕਾਰੀ ਮਹਿਕਮਿਆਂ ਨਾਲ ਮੱਥਾ ਲਾਉਣ ਬਾਰੇ ਸੋਚ ਵੀ ਸਕੇ। 
ਐਨ ਜੀ ਓ (ਨਾਨ ਗਵਰਨਮੈਂਟਲ ਆਰਗੇਨਾਈਜੇਸ਼ਨਾਂ) ਦਾ ਕੰਮ ਹਿੰਦੋਸਤਾਨ ਵਿਚ ਕੁਲ ਮਿਲਾਅ ਕੇ ਬੇਹੱਦ ਚੰਗਾ ਹੈ। ਐਨ ਜੀ ਓਜ਼ ਕਰਕੇ ਕਈ ਥਾਂਈਂ ਲੋਕਾਂ ਨੇ ਜਾਗਰੂਕ ਹੋ ਕੇ ਸੜਕਾਂ ਬਣਾਈਆਂ ਹਨ, ਟੁੱਟੇ ਪੁਲਾਂ ਦੀ ਮੁਰੰਮਤ ਕੀਤੀ ਹੈ। ਜਿੱਥੇ ਪੁੱਲਾਂ ਆਦਿ ਦੀ ਜ਼ਰੂਰਤ ਸੀ ਪਰ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮ ਟਾਲਾ ਵੱਟਦੇ ਆ ਰਹੇ ਸੀ ਉਥੇ ਵਧੀਆ ਕੰਮ ਕਰ ਕੇ ਵਿਖਾਏ ਹਨ। ਕੁਝ ਸੰਤ-ਬਾਬੇ ਵੀ ਇਨ੍ਹਾਂ ਐਨ ਜੀ ਓਜ਼ ਕਰ ਕੇ ਲੋਕਾਂ ਵਿਚ ਵਾਹਵਾ ਨਾਮਣਾ ਵੀ ਖੱਟ ਚੁੱਕੇ ਹਨ ਤੇ ਐਮ ਐਲ ਏ ਦੀ ਚੋਣ ਲੜਨ ਦਾ ਸੁਪਨਾ ਤਕ ਪਾਲ ਰਹੇ ਹਨ। ਦੂਰ ਕੀ ਜਾਣਾ ਇਕ ਬੇਈ ਦੀ ਸੇਵਾ ਕਰਾ ਚੁੱਕਾ ਸਾਧ ਪੁਰਸ਼ ਵੀ ਹੁਣ ਸੁਰਖੀਆ ਵਿਚ ਹੈ ਤੇ ਉਸ ਦੇ ਡੇਰੇ ਜਾਇਆ ਜਾਵੇ ਤਾਂ ਉਸ ਨੇ ਨੋਟਿਸ ਬੋਰਡ ਉੱਤੇ ਆਪਣੇ ਬਾਰੇ ਛਪੀਆਂ ਤੇ ਛਪਵਾਈਆਂ ਖ਼ਬਰਾਂ ਕਟਿੰਗਾਂ ਵਜੋਂ ਲਾਈਆਂ ਹੁੰਦੀਆਂ ਹਨ। 
ਖੈਰ ਇਹ ਤਾਂ ਉਸ ਦੀ ਮਾਨਸਿਕਤਾ ਹੈ, ਉਹ ਛਪੀਆਂ ਖ਼ਬਰਾਂ ਦੀ ਕਟਿੰਗ ਨਾਲ ਜੋ ਮਰਜ਼ੀ ਕਰੇ। ਪਰ ਜੇ ਵਿਸ਼ੇ ਦੇ ਸਮੁੱਚੇ ਵਹਿਣ ਵੱਲ ਮੁੜੀਏ ਤਾਂ ਇਹ ਗੱਲ ਉੱਭਰਦੀ ਹੈ ਕਿ ਐਨ ਜੀ ਓਜ਼ ਦੇ ਕੰਮ ਘਟਾਅ ਕੇ ਨਹੀਂ ਵੇਖੇ ਜਾ ਸਕਦੇ। ਅਸੀਂ ਇਸ ਲੇਖ ਵਿਚ ਐਨ ਜੀ ਓਜ਼ ਵਲੋਂ ਹੁਣ ਤਕ ਮੁਲਕ ਵਿਚ ਹਰੇਕ ਥਾਂਈਂ ਕੀਤੇ ਕਾਰਜ਼ਾਂ ਦਾ ਵਰਣਨ ਕਰ ਵੀ ਨਹੀਂ ਸਕਦੇ। ਕਾਰਨ ਇਹ ਹੈ ਕਿ ਲੇਖ ਦਾ ਮਜ਼ਮੂਨ ਤੇ ਥਾਂ ਸੀਮਤ ਹੁੰਦੀ ਹੈ। ਅਸੀਂ ਜਿਸ ਵੀਚਾਰ ਨੂੰ ਉਭਾਰ ਕੇ ਦੱਸਣਾ ਹੈ, ਓਹ ਸਿਰਫ ਇੰਨਾ ਹੈ ਕਿ ਦੇਸ਼ ਵਿਚ ਐਨ ਜੀ ਓਜ਼ ਨੇ ਹੁਣ ਤਕ ਜਿਥੇ ਵੀ ਤੇ ਜਿੰਨੀ ਵੀ ਘਾਲਣਾ ਘਾਲ ਕੇ ਵਿਖਾਈ ਹੈ, ਨੂੰ ਹਊ ਪਰੇ ਕਹਿ ਕੇ ਨਿੰਦਿਆ ਨਹੀਂ ਜਾ ਸਕਦਾ।
ਪਰ ਫੇਰ ਗੱਲ ਇਥੇ ਆ ਕੇ ਰੁਕਦੀ ਹੈ ਕਿ ਐਨ ਜੀ ਓਜ਼ ਵਾਲਿਆਂ ਉਤੇ ਸਰਕਾਰੀ ਇਮਦਾਦ (ਫੰਡ) ਨੂੰ ਨਿੱਜੀ ਤੌਰ 'ਤੇ ਵਰਤਣ ਦੇ ਦੋਸ਼ ਕਿਉਂ ਲੱਗਦੇ ਹਨ? ਇਸ ਦਾ ਸਿੱਧਾ ਜਿਹਾ ਇਕ ਜਵਾਬ ਇਹ ਵੀ ਹੋ ਸਕਦਾ ਹੈ ਕਿ ਜਿਹੜੇ ਲੋਕਾਂ ਲਈ ਐਨ ਜੀ ਓਜ਼ ਨੂੰ ਰਜਿਸਟਰਡ ਕਰਾਉਣਾ ਤੇ ਮੁੜ ਉਸ ਐਨ ਜੀ ਓਜ਼ ਨੂੰ ਹਰਕਤ ਵਿਚ ਰੱਖਣਾ ਸੰਭਵ ਨਹੀਂ ਹੋਵੇਗਾ ਜਾਂ ਫੇਰ ਜਿਹੜੇ ਲੋਕ ਆਪਣੇ ਨਿੱਜੀ ਕਿਰਦਾਰ ਕਰ ਕੇ ਕਿਸੇ ਐਨ ਜੀ ਓਜ਼ ਵਿਚੋਂ ਕੱਢ ਦਿੱਤੇ ਜਾਂਦੇ ਹਨ, ਅਕਸਰ ਇਹੀ ਲੋਕ ਬਾਅਦ ਵਿਚ ਆਪਣੇ ਆਗੂ ਉੱਪਰ ਤੇ ਆਪਣੇ ਸਾਬਕ ਉਸਤਾਦਾਂ ਉੱਤੇ ਚਿੱਕੜ ਸੁੱਟਦੇ ਹਨ। 
ਐਨ ਜੀ ਓਜ਼ ਚਲਾਉਣੀ ਤੇ ਸਰਗਰਮੀ ਵਿਖਾਉਣੀ ਕੋਈ ਖਾਲਾ ਜੀ ਦਾ ਵਾੜਾ ਨਹੀਂ ਹੁੰਦਾ। ਅਜਿਹੇ ਕੰਮਾਂ ਨੂੰ ਕਰਦੇ ਰੱਖਣ ਲਈ ਆਪਣਾ ਖੂਨ ਮਚਾਉਣਾ ਪੈਂਦਾ ਹੈ। ਆਪਣੀ ਜ਼ਿੰਦਗੀ ਦਾ ਕੀਮਤਾ ਸਮਾਂ ਜੋ ਕਿ ਅਸਾਂ ਆਪਣੇ ਘਰਦਿਆਂ ਜੀਆਂ ਨਾਲ ਬਿਤਾਉਣਾ ਹੁੰਦਾ ਹੈ, ਉਨ੍ਹਾਂ ਜੀਆਂ ਨਾਲੋਂ ਕੱਟ ਕੇ ਆਪਣੇ ਸਮਾਜ ਲਈ ਕੁਝ ਕਰ ਕੇ ਵਿਖਾਉਣਾ ਪੈਂਦਾ ਹੈ। ਫੇਰ ਕਿਤੇ ਜਾ ਕੇ ਸਰਕਾਰੇ ਦਰਬਾਰੇ ਜਾ ਕੇ ਮਾੜਾ ਮੋਟਾ ਨਾਂ ਬਣਦਾ ਹੈ। ਸੁਵੀਨਿਰ ਛਾਪ ਕੇ ਤੇ ਅਖ਼ਬਾਰਾਂ ਵਿਚ ਖ਼ਬਰਾ ਛਪਾ ਕੇ ਹੀ ਸਮਾਜ ਵਿਚ ਮਾੜੀ ਮੋਟੀ ਪਛਾਣ ਬਣਾਅ ਹੁੰਦੀ ਹੈ। ਸਿਰਫ ਇਹ ਕਹਿਣਾ ਕਿ ਐਨ ਜੀ ਓਜ਼ ਬਣਾ ਕੇ ਚਲਾ ਰਹੇ ਲੋਕ ਨਿਰੇ ਫੰਡ ਹੀ ਖਾ ਰਹੇ ਹਨ। ਸਾੜਾਖੋਰੀ ਤੇ ਈਰਖਾ ਤੋਂ ਵੱਧ ਕੇ ਕੁਝ ਨਹੀਂ ਹੈ।

The 'Countdown' singer had previously revealed she and
husband Jay-Z would welcome their first child into the world
in February but a new video clip has surfaced online dating
back from September in which she says she is "six months
pregnant", Femalefirst reported.
"Right now I'm actually shooting the video for 'Countdown'
and I'm six months pregnant, pretending that my stomach is
flat in body suits. But thank god you can't really tell from
the front, but when I turn to the side. Oh baby! Oh baby!,"
she had said in the video.
Knowles, 30, had earlier spoken about how she feels it is
the right time for her to have a baby now as she has achieved
so much in her music career.

Proposed land acquisition bill violates
tribal rights :  CPI(M)
Udaipur,-CPI(M) politburo member Brinda
Karat  said the land acquisition bill, pending before the
standing committee, violates the constitutional rights of
tribals.
"There are several clauses in the land acquisition,
rehabilitation and resettlement bill which violate the
constitutional rights of tribals," she told PTI here.
Karat, who is in Udaipur to participate in a meeting of
tribal body Adivasi Adhikar Rashtriya Manch, said, "The Union
government has betrayed tribals by continuously sabotaging the
Forest Rights Act."
She said the agreement over Reduced Emissions from
Deforestation and Degradation (REDD) a global regime to
protect forests, is creating livelihood issues for tribals
and forest-dwellers.

Decision in Ishrat case won't affect police's morale
     Rajkot,-Gujarat Director General of Police,
Chitranjan Singh, today said that High Court's decision to
hand over the probe of Ishrat Jahan fake encounter case to CBI
will not affect morale of the state police.
     "I don't think the Gujarat High Court decision will
demoralise Gujarat police," Singh said here.
    "I have not read the copy of the judgement and I will
decide what can be done in this matter," Singh said, when
asked about the state police's stand. "If there is any
provision for appeal, we will do it."
     He conceded that the fear that criminals had of the
police force had somewhat diminished after a number of
officials of state police went to jail in fake encounter
cases.
     Talking about security, he said police had made special
arrangements for the security at prominent temples including
Somnath, Dakor and Dwarka, and CCTV networks would be
installed there. A special post of DySP had been created for
Somnath, he said.
